(My reply at an Eidos TRA board)
Would you want something temporary as a .tpf in front of your TexMod list? (I did a small trick for the Legend and CatSuit outfits, with their other type of forelock, in these UNIV universal tpf pieces.) Hope the original artists don't mind?

Just use any of my "UNIV", universal tpf files, and optionally a FnB1_2 piece, as your very first TexMod files and you're there, mate!
(But, sorry... You will need some sort of blonde face for blonde or light hair, and vice-versa for other hair-colors, because of CD's "badly creative" hair-fringe effect around ALL of Lara's outfit-faces.)

But just give me CD's 3D-Object Editor, for about 15 minutes, and I'd be hiding all of those fringe areas, by using her main or forelock 3D pieces with the current hair-color, like pronto!
